You share the opportunity (RFP, RFQ, RFI, IDIQ task order) and your organization's profile. We review fit, past performance positioning, and eligibility, then confirm tier and flat fee.

Proposal development

Our team drafts the required volumes (technical, management, past performance, pricing where applicable), coordinates internal subject matter expert contributions, and produces a submission-ready package to the solicitation's exact requirements.

Submission and post-award support

On-time submission through the required portal. Q&A support through the evaluation period. Debriefing support on unsuccessful awards when the procurement rules permit.

Pricing

Five tiers, all flat fees. Tier is determined by contract value and proposal complexity during intake.

How we assign tiers

Tier is determined at intake based on contract value and proposal complexity — not self-selected. The Contract Readiness Assessment gathers eligibility, past performance, and procurement context to match you to the correct tier and confirm pursuit fit.

Payment terms

  • Tier 1 and Tier 2: paid in full at kickoff.
  • Tier 3: 50/50 split available on request; full at kickoff is default.
  • Tier 4: 50/50 split, kickoff and submission.
  • Tier 5: custom milestone structure defined at scoping.

Expedited delivery

Solicitations frequently compress proposal timelines. Standard turnaround is set to the solicitation deadline. Rush work requiring compressed internal schedules or weekend coverage carries a 25 percent premium, confirmed at scoping.

Certifications and registrations

Standalone services, often pursued alongside or before a first proposal engagement.

All of these certifications and registrations can be filed directly through the SBA or other federal portals at no cost. Organizations work with us when they want full-service handling: complete document preparation, eligibility verification, compliance review, and post-submission support that prevents the most common rejection reasons.

Any two or more services from the certifications table can be bundled together for 25% off the à la carte total — you are not limited to the five named bundles above.

Pair a bundle with a Strategic Advisory retainer tier at onboarding and the bundle discount increases to 35% off.

Eligibility note

Each set-aside Launch bundle requires only the eligibility for that specific certification — not all four. The Foundation bundle has no set-aside eligibility requirement at all and is open to any business:

  • WOSB Launch: women ownership
  • SDVOSB Launch: service-disabled veteran ownership
  • HUBZone Launch: geographic and employee residency criteria
  • 8(a) Launch: social and economic disadvantage

Public and private sector scope

Our proposal work extends to state, local, and federal procurement. Private sector RFPs and RFQs are handled on a case-by-case basis; reach out for scoping.

Frequently asked questions

How do you assign tiers?
Tier is determined by contract value. A $1.5M IDIQ task order is Tier 2; a $25M federal contract is Tier 4. Self-selection isn't on the table because proposal complexity tracks with contract value: volume requirements, past performance demands, and evaluation depth all scale with the size of the opportunity. We confirm the tier and lock the flat fee at intake before any work begins.
Do you handle set-aside certifications?
Yes. 8(a), WOSB, EDWOSB, HUBZone, and SDVOSB applications are all available as standalone services (see the Certifications and Registrations section above). For organizations new to federal contracting, we typically recommend SAM.gov registration and a capability statement before the first proposal pursuit.
What's the difference between this and the Strategic Advisory retainer?
Contract Procurement is project-based: one solicitation, one flat fee. Strategic Advisory is an ongoing engagement that covers pipeline development, multiple pursuits, certification roadmap, and broader organizational support across quarters.
